Well, having used both an upright and a recumbent for commuting to work, I have the feeling that recumbents are actually slightly safer as long as you drive defensively. In a lot of situations mainly where the speed limit is 50kph or lower where there are hedges or rows of parked cars, the best place for velomobiles enclosed recumbents is actually on the road.

After all this, why do I think a recumbent is slightly safer? Well, in case you do have a collision, you fall from a greater height on an upright, and you tend to fly forward head first, leading to more serious injuries. With a recumbent, your feet are first, so you're more likely to break your legs than your cranium. On top of that, most recumbents stop ridiculously fast, because you don't have to worry about braking too hard with the front wheel.
